Barcelona president Josep Bartomeu has declared that Neymar can leave the club provided the Brazil forward's full buyout clause is paid.
Neymar has a buyout clause of €220m and Paris Saint-Germain are said to be willing to pay the world record figure to get the superstar.
Neymar has lately been in the headlines, he was even filmed fighting with a teammate and storming out of training this week.
"If Neymar wants to go, he can. But the clause must be met to the last cent," Bartomeu was reported to have told journalists on Saturday. "With the money that would come, we will strengthen the squad."
The Spanish giants have been linked with a £70m move for Liverpool star Coutinho and Bartomeu has further fuelled the fires.
"Coutinho is a very great player, but we must be very discreet," the Barca president said.
Liverpool have however insisted that their own Brazil star is not for sale.
